Do I need an official fireworks ticket if I am attending a rooftop party?

No. If you have a ticket or table reservation at a rooftop venue, you do not need to purchase a separate ticket for the Mayor of London's official riverside viewing zones. However, because central London is heavily ticket-zoned on New Year’s Eve, you must carry your venue booking confirmation (and any entry wristbands they send you) to get past the security checkpoints on the streets.
